Do NOT use smaller gravel (because it can be injested) or sand. Here are some options:
Get a blackworm feeder cup. Some pet shops sell these. The cup floats and the worms dangle out.
Put a reptile water dish in the bottom of the tank and drop the worms into it. They will still end up in the gravel, but it gives the newts a better chance at them.
Clear out part of the tank bottom and build some kind of barricade that keeps the gravel out of that part of the tank. Again, the worms will still find their way into the gravel, but the newts get a better chance.
Do what I do and go gravel-free. Makes cleaning a whole lot easier.
