A law specific to a certain species is different. If it is illegal to own or ship Timber rattlesnakes in NY, then that is a seperate law. The Lacey Act also restricts shipping of animals deemed "injurious to human beings," which most likely applies to venomous snakes. If it were illegal for snakes to be shipped at all, UPS would be in big trouble as they are currently running a test area in which breeders can ship snakes. Furthermore, a lot of people would be facing charges (including myself) if it were illegal. I just received a call from Airborne Express a few days ago to inform me they do not ship snakes.
