Female wagging tail? What does this mean?

Yesterday, I had my 8 month old female out. I pet the top of the head/neck area. Her head shot up and her tail started wagging!! Does this mean she is mad? Then I started thing males grab the back of the neck so I used my fingers and very gentle grabbed the back. Her tail wagged even more and shot up in the air. I took my 9 month old male out (not to mate). She still wagged when I pet her, but kind of ran when I lightly grabbed her back neck. Does this wagging mean she is displaying mating signals or does this mean she is angry?
Help anyone.
