Start with a large, deep swimming area. 60G's or more.
Next you need a good size "sloped" basking area. One that allows the turtle to adjust to heat from hot, warm, to cool.
A quality name brand UVB bulb within 12" of the surface for Vitamin D3 absorption. Centered over the enclosure. Hooked up to a timer. 12 to 15 hours a day.
A basking bulb at one end over the highest point of the basking spot. How close you can place it depends on the bulb wattage. Also on a timer, same as above.
Shade over a portion of the water. No animal spends all day in the light. Even under water. They will escape from the light many times during the day.
A submersible water heater, set at 78F.
A killer filter that allows for multi media applications.(poly-fil, carbon, ammonia remover, e.g.) It must be able to filter twice whatever the galloneage is. If you have 60G's of water, the filter needs to handle 120G's.
Put "things" in the tank. Driftwood logs, rocks, plants-real and plastic. The turtle will explore if there are things to look under and dig through and bite at and climb on.
That's an ideal set-up!
