In NJ you can keep turtles, but it has to be proven they came from out of state whether or not they require permits. So if you have Eastern Painteds, you can keep them without permits, but just in case, keep records/receipts they were purchased/adopted from outside of NJ. This is information I got directly from F&W when I inquired about rescues I get from PA and NJ.

:Some turtles do NOT need a permit. For instance I have Eastern Painteds and these native species require no permit. I checked the laws (accessible through NJ Herp Society website) and saw they were exempt. See if your species are exempt, or ask here, or feel free to e-mail me and I will try to help.
:I e-mailed the Division of Fish, Game & Wildlife to ask about red-eared sliders (they DO need permits) and they responded the next day. I was surprised with the quick response!

:::Do you need a permit for every species of turtle you have or just one permit to have turtles in general? Or do you need a permit for every turtle you have even if they are all the same species? How do you go about getting a permit? Thank you for any help in advance.
