Double check drying times on whatever brand you may end up going with and whether or not you'll need to prime first but I'd say 72 hours or so from the time you finish painting. Allow the paint to dry for several hours, install your heating electronics only - no humidity for obvious reasons. Run the enclosure for 24 hours at max temp to assist curing and then another 24-48 hours to fully ventilate. If you end up going with latex you may want to go with an exterior latex as it may already have things like UV and mold resistors built into it. Basic rule of thumb whenever using anything on/in/around an enclosure is that if it's considered "child safe" it should be ok for igs.
Threee things to look at if you haven't already settled on electronics 1.) mercury vapor bulbs for basking heat & UV 2.) Radiant heat panels for ambient temp 3.) ultrasonic humidifiers for humidity. Check out Herpsupplies.com for prices before you buy things too.....
