when things like this happen you have to recheck and check everything on caring for your animals. the most simple things can throw them off. humidity is a huge thing that i have seen with crusted eyes. not enough humidity can cause them to crust shut. spray spray spray... the other is make sure you have everything else set just right. open mouth breathing can be one of too things, upper respiratory like previously mentioned, or it could be it's way of getting rid of heat. ( it can't sweat so it pants) make sure you have plenty of water in the cage because water dragons love to swim. take him to a vet asap. good luck
