I feel your pain. The humidity can be a pain in the butt.
Here is what I did:
I have a fogger in the enclosure, that is on a timer for one hour on/one hour off while the lights are on. At night it goes on for an hour every 3 hours. (I find it stays higher at night). Also, I have a coolmist humidifier near the cage, that I keep going constantly on low. I got a circular duct thingy that is metal that goes from I think 8" on one end to 5" on the other. this has an elbow attached to it that points into the cage, at about where the fogger is. When the fogger comes on, the air from the humidifier make the mist move around, rather than sinking into the bottom of the cage. I mist 3x a day, just for drinking water (my cham is just a baby). The humidity in my cage is usually 80-90, and NEVER drops below 60. The trick to the foggers is to use distilled water. They can clog easily, and break. Also, mine is in a tall vase about 4" square. This way the stream that it puts up doesn't make a mess of my cage. If you do this you need a screen cover for whatever the water is in, so chamy doesn't drown.
I have heard that ultrasonics are like foggers. If they make enough mist, than you can probably just skip the fogger, and have it on low all day and night.
Another thing you can do is to put a sheet (or simlilar material) that is soaking wet draped over the cage. This will keep all air coming in moist, and keep from drying the inside out.
