Heat tape is available from places like beanfarm.com or Big Apple Herp. It has been used for years, mostly by breeders. It is dependable, easy, and cheap.

I would switch up your setup. It sounds like the light is on one side and the heat pad on the other. You want heat on only one side, and have the temps cool as they go to the other side.

A heat lamp increases the ambient temps, while undertank is great for providing the belly heat.

I would purchase a thermostat. You can even buy a cheapy zoo med one that will work and they cost $20-30.
