Well, there's no such thing as the `best starter snake'... but, personally, were I looking for a smallish snake that'd be easy to care for I'd get an African house snake. Among the king and milk snakes, there are a number that would stay small, and would be easy to keep if you got captive-bred yearling or adult snakes (hatchlings and wild-caught snakes of these species are often difficult to get to feed), namely grey-banded king snakes (Lampropeltis alterna), mole king snakes (Lampropeltis calligaster) and many subspecies of the milk snake (Lampropeltis triangulum).
