if your vet can dremmel off some of the beak, it'll be a head start on reforming it. If not, start feeding her on a piece of slate. Also offer large chunks of hard foods. It takes months/years to wear a beak down that has been overgrown, just be patient.
It looks like this turtle is living in an aquarium with a non-moisture holding substrate (that newspaper stuff) that won't be conducive to high humidity, and that her shell is coated in one of those hateful products that do more harm than good (since they do no good). A box turtle needs humidity, a substrate to burrow into that stays moist, rainy days, cool mornings, all kinds of things that living in a tank on absorbent bedding is not going to provide. The eyes of this turtle look healthy for now, it would be best to get it into a healthy environment fast.
An outdoor pen is the best you can do for it, and if you live somewhere above the mason dixon line, bring this threetoed in for refridgerator hibernation in winter.
