I'm sorry I'm not much help, but I was on Moloa'a Bay this afternoon (Northeast shore of Kauai), wandering the reefs on foot and as I stood there watching for signs of life in a tide pool near shore and black and white striped snake/eel came bolting toward me and burried itself in the sand not more than six inches from my foot. I've been surfing the internet this evening and I think what I saw was a banded snake-eel. It didn't look anything like the Morays that I've seen pictures of. But it didn't bury itself tail first, it was definately head first, so I'm confused still. This was in all of six inches of water... hmm...
