This does sound like hemipenes to me. To see them occasionally is OK. Just be sure he does pull them back in. If you see this every time and he seems to be straining he may be slightly dehydrated or getting food items that are too large or with too much chitin. Soft bodied foods like silkworms and houseflies are a bit easier to pass. LOL, yes you were literally being anal!
:It sounds like it probably was his hemipenes. They were about a centimeter long and about 1/16 of an inch across with the flat top red but not blood red like you said. I have only had him a week and a half but i did lots of research on them and i am just wanting to give him the absolute best care. I am being so anal about everything because i haven't had him long. Thanks for your help. I probably will get the test done anyway though. So i can feel out my local vet to see how much they know incase of an emergency. Thanks.
