Most epoxies are safe but they need to cure fully.
If your epoxy has not set up in two days something probably went wrong during the mixing phase.
I'm assuming you squeezed it out of a two-barrel syringe?
Probably what happened is that one side was primed and the other was not and you did not end up with equal amounts.
It's also possible you did not blend them thoroughly or some contaminant was mixed in during the process.
Regardless, any readily available 2-part epoxy that does not set up within 24 hours probably never will. There are epoxies with longer cure times but they are more for industrial engineering applications.
Hot glue is remarkably strong and sticks to a lot of different materials. It's also safe as many temporary dental orthotics are cast from the same material.
Also, it's probably better suited than epoxy as it's made to work with thicker bonding thicknesses - a good thing when attaching irregular shaped rocks. Some epoxies do this as well (PC-7, for example) most are designed designed to bond objects with tight tolerances.
Sorry your experiment did not work out. You can probably re-use the rocks if you clean the old epoxy residue off with acetone.
